80 miles is a pretty significant chunk of real estate to cross, let alone accurately. You'd need almost V-2 levels of fuel, which means liquid O2 or some nasty peroxide type of shit, and lots of it. Highly volatile, and an overall pain in the ass.
I'd look at making a smaller product capable of achieving a klick or two of range, and use a time delay system to put it in place and initiate it.

A missile would be harder than a drone kind of thing. If you go that route, you're basically making an RC model plane. A big one.
Guidance and targeting could probably be done by a couple of pawn shop smartphones, and somebody needs to get to work on those apps.
