It generally comes down to numbers. A SWAT team may not be able to take on an equal number of SFOD-D guys.

but they CAN probably pin them into one location. They WILL have more ammo (or at least, more supplies in general), and they have reinforcements.

spec ops people die too. It may take longer, but they bleed like anyone else. This isnt Skyrim where you can heal yourself to 100% by drinking a few potions, or get all your stamina back. Eventually, these guys would burn out, going against constantly-refreshed people. They will make mistakes, just like they do in real life. Asking 15 spec ops people to secure an entire town of even 5000 with minimal/low intel and no support is utterly undoable. Hence why we dont do it in Iraq or Afghanistan.

They could go on a major crime or terror spree. But they couldnt really hold the whole town.

If the team splits, one doing a preemptive strike on the cops, and the rest gathering the loot, they'd be packed in less than an hour.

The time it'd take for people to realize they're targeted, response, ask for actual bigger help, and such help to be deployed, the team would be gone already.


They'll then have all the time to rest, choose a next target, plan, and strike again fresh and ready.

Its worth noting that Bonnie and Clyde had a damn good run with great gear (for the era) in an time without mass communication, exotic bank security, mass surveillance, and a strong FBI, yet they still wound up like swiss cheese.

A large amount of special forces effectiveness comes from surprise. They aren't invincible kill-bots. If they lose the element of surprise they will probably get surrounded and destroyed when the enemy mobilizes his superior numbers and likely better equipment.

Considering the FBI was created to solve the exact problem in the OP, armed guys that know what the fuck they were doing robbing banks and police stations, they'd probably have a decent run but would ultimately be killed or captured. Then the FBI was relatively new to the whole game, but now with decades more experience who knows how long they would last, it may only be a matter of weeks because of the proliferation of technology on the average joe. In the 30s people didn't have phones with cameras in their pockets. The ammount of surveillance technology is also lightyears ahead of what they had.
