Well hello, newfriend.

There are a few misconceptions in your post I'd like to address.

First of all, we like to say that there's no such thing as a sniper rifle, only a sniper's rifle.

The average shooter will not be able to reach the mechanical accuracy of their rifle without a substantial amount of practice, so training is almost always more important than equipment.

Secondly, in the United States, Title 1 firearms (which includes any rifle that would be used by a sniper) aren't registered in most states, and in the states that they are, this applies to all models.

For a new shooter, we would typically recommend a cheap .22 rifle so that they can learn the fundamentals, preferably with some type of instruction so that you can learn the fundamentals of safety and marksmanship.

I'd just like to interject for a moment. What you're referring to as a Sniper rifle, is in fact, a scoped rifle, or as I've recently taken to calling it, rifle plus scope. The scope is not a weapons system unto itself, but rather another free component of a fully functioning weapon system made useful by the scope, mount and vital windage components comprising a full weapons system as defined by MIL-STD.
Many operators use a modified version of the bolt action rifle every day, without realizing it. Through a peculiar turn of events, the version of this weapons system which is widely used today is often called "Sniper Rifles", and many of its users are not aware that it is basically a bolt action rifle most commonly derived from the Mauser action.
There really is sniping equipment, and these people are using it, but it is just a part of the weapons system they use. The bolt action is the platform: the base of the system that fires the cartridge according to the point of aim established by the equipment that you use. The barreled action is an essential part of an operating system, but useless by itself; it can only function in the context of a complete sighting system. The rifle is normally used in combination with the a magnified sighting device: the whole system is basically a bolt action rifle with sighting equipment added, or a scoped rifle. All the so-called Sniper rifles are really variants of rifles plus scopes!
