Regarding Željava air base, it's near the border, with one runway in Bosnia but the entire underground complex is in Croatia so its not really a problem.

Also if you are into underground, check out ARK complex near Konjic in Bosnia. A fully preserved command complex for Tito in case of nuclear war. There are tours three days a week, and its cheep.
