The PPK is a very sleek-looking pocket pistol, it makes sense that a cold war-era spy/secret agent would carry it instead of some gigantic hand-cannon a la Dirty Harry's model 29.

While US police continued to carry .38 Special revolvers up until at least the 1980's, European police had been using .32 ACP and .380 for decades.
