The high air intakes indicate its intended to operate at higher altitudes, with the hope that the body of the plane will mask the intakes, which are the hot spot on radar returns.

There's no real direct comparison to compare it to. My guess is it could fire ATGMs and guided munitions at low tech enemies like ISIS. Basically acting as a manned predator. Alternatively they might try using them in large numbers, if you have 300 of them they might be able to overwhelm some air defenses. If some slip through and damage critical AA systems the F-4s and F-14s can then deliver proper attacks.
