Yes, and HPA would preempt state and local law. But HPA has stalled in the House subcommittee on Crime, Terrorism, Homeland Security, and Investigations. It will probably die there without becoming law.

Federal law still says you need a stamp so you still have to deal with ATF. The whole HPA thing is to just to remove it from the NFA, I'm sure they will still be illegal in some states.
