Are you completely ignorant? Not a single one of those is a PANAMAX port, nor a particularly good natural port outside of Busan. Only Busan and Seoul are actually even container terminus ports.

A navigable (by most winds for age of sail ships), natural deep water port of good area and well suited landings, or access to them by direct waterway, is top three on anyone's list of important geological features for capital citing. In fact, it's arguably the most important throughout history.

Because of the nature of the surrounding seas (especially shallow with many islands and shifting sand bar formation), topographical maritime features and prevailing wind patterns, mountainous terrain, the only two historical ports on the entire Korean peninsula which fit this bill are Seoul and Busan, and Busan is all the way at the south eastern tip, making transport of goods much less efficient.

The Korean Peninsula may be more or less equal with Northern California or Virginia in latitude, but weather patterns in that region make the climate roughly equal to Wisconsin in temp averages, but with more miserable moisture and less sun.

North Korea especially is one of the more miserable climates on the planet, and the winters are pretty brutal, even by central midwest America/Canadian terms.
