I need to know the most cost-effective method of building the best AR. Suggestions?

Unless you know you want special parts, companies like SAW, Ruger, etc are falling below 500 pretty commonly.

In that case I suggest an SPR build. Get a good 18" barrel with rifle gas from White Oak Armament and a free float tube to go over it. Buy the best aftermarket trigger and bolt carrier group you can afford. Invest in some good glass -- your best bet is a 3x9 Burris from Opticsplanet.com. Last I looked they were still under $200.
The rest is up to you. For practical instruction, I found the AR-15 assembly videos at Midwayusa without equal.

by long distance do you mean you want to push .223 to its limits (and your own skill i suppose) for hitting paper targets without time/score pressure, or, you want to go to a match and compete but weren't being particular about cartridge? just checking because you may not even want an AR at all for matches if you care about doing really well.
