I believe that we (Spain) were supposed to use our cheaper and smaller carrier until later but in the early 2000s, Morroco invaded an spanish rock in the north of Africa and after that our government decided to build a 5th AEGIS destroyer (we were supposed to have only 4) and kickstarted the Buque de Proyeccion Estrategica (Strategic Projection Ship) (name of the LHD program) that even though is mostly referred to as a carrier, its an amphibious ship able to carry 1200 soldiers and more than a 100 vehicles, including 46 Leopard 2E and an air wing of around 30 aircraft.

During that time a reestablished naval air branch with jets(which is actually planned right now) could gain some training experiences onshore and with help from the US and France
But at this point the problems begin, Germany currently has no airplanes that can be launched from a carrier which means we'd had to build
-new Eurofighter type or refit the old ones or
-buy Rafales or
-buy F-35
which means that you'd either had to train your technicians and pilots on a new plane(+logistics and shit) or spending millions on what the Eurofighter was build for (saving money because multiple nations use it).
Further more you'd have to train sailors of the catapult and elevator system which means building them ashore again spending multiple millions.
When the carrier is finally build you'd have to to start the real training for sailors and pilots, develop tactics and do fleet integration trainings, only to realize that there aren't enough ships to build a own CSG or even operate any of the other ships because everyone is now stationed on the new carrier, which also needs to start a two year refitting now because it's already 20 years old by the time the fleet training and fleet integration programs are finished.
And after that the Inspector of the Navy will be left with the question what to do with that thing

The officers have this air of kindergarden teacher crossed with totally overworked middle manager. Times have changed. I blame the abolishing of the conscription for it. Back in the day, the enlisted were a cross-section, a vertical slice through society at the age of 17 to 20. You had stupid people and you had smart people, but you at least had a healthy mix. Nowadays? Well, who the fuck is actually dumb enough to go to the army to get killed? Nobody who has literally any other option. So in the about 7 years since the conscription died, you had a total turnover to the absolute lowest of the low coming into the BW and crashing the party.

Armies with conscription are forced institutions with many stupid things about them, but at least they represent the society they stem from. Armies you only go to if you sign up to them are little more than mercenary training centers. I don't like the way it works right now. It's very stupid.

Germany didn't have much of a navy or naval tradition until Kaiser Wilhelm II rushed a navy together because he wanted a dick measuring contest with Britain.

America didn't have a Navy until the turn of the century. After the US built one, they promptly declared war on Spain and conquered themselves some overseas territory to justify said Navy.
