Depending on the type of cable lock, you can often cut them with household scissors or bash the lock itself with a rock. Upgrading your tools to wire cutters, bolt cutters or a hammer will only improve the speed.
If you really want to do it quickly, a dremel cuts through pic related in seconds. It takes longer to fit the cutting disc than to cut the cable.

Yeah, I've done that once too just to see if I could.
I once found a cut cable lock on a bike stand and I took it home and tested different cutting methods on it. Leatherman is a bit slower than cable cutters but works ok, as good as any pliers with a wire cutting blade. The dremel just melts it.

similar thing happened to a friend and I when we went out trap shooting, left the cable lock on the gun and cut the thing off with a leatherman. I also managed to pick one in less than 30 seconds and by no means am I any good at lock picking. All I did was use the tension wrench and rake and the little 3 pin core set super quick.
