Considering most modern operating takes more after raiding and ambushing mobile armies of history than anything else, the forces should be restructured to acknowledge Marine purpose there. Have Marines become the exclusive shock-troopers with the resources to accommodate that and have the Army be munitions first and defensive units second. It's not like more than a handful of people join the Army to be anything else than an engineer or do nothing all day.
