mostly for environmental protection. I live innadesert and go innawoods rather often and whenever I go out I wear long pants and long sleeves and a hat. Going around town I will wear shorts and t-shirt but when fucking around out in the desert or in the mountains I always wear long clothes that offer protection from the sun and from the environment. That's a good question actually. I'll just put forth:
-Living in a shrub area with housing or trees (mud huts are actually technology alright) means you can get shade periodically
-Being stationary, especially in the midday sun, is less straining than walking like a desert nomad would often do
-Living in a semi-arid area means you have a consistent and somewhat plenty water supply, as compared to travelling through a desert (which means you don't need to regulate temperature through other means so much)

If someone knows some more, please do weigh in on that.
