I'm doubtful the noose would work. Even assuming he panicked and dropped the gun- which doesn't seem like an assumption hostage negotiations would base a plan on- strangling people tend to flail, and there are babies on the flailing appendages. That seems like a poor choice. A headshot would be lower risk, by comparison.

I guess you could try and blow the floor out from beneath him while attaching a noose, so that his neck snaps. Requires a fixed noose, a lot of coordination, and he still may spasm and flail a bit.
