PDWs were the hottest, dankest meme back then and FN and HK were competing over who would get all the contracts before everyone woke the fuck up and realized they were being sold a solution in search of a problem.
HK's attempt ended up falling short of the FN competition, so Germans cockblocked FN in return and PDWs never really took off. Some agencies ended up buying them, but they tended to catch dust in the armories because training was getting expensive and the terminal performance was unconvincing. Then SBRs killed them entirely.

There's literally no reason for it to exist. If you're just going to sabot a 2mm projectile anyway, why not a slightly larger sabot and use the standard 9mm? That way you don't need to change all of your equipment.
