Two options.
An AR (bleh, you'll end up selling it later because it's boring or never truly enjoy shooting it and it'll become a grown man Barbie doll)
Or. An AK-74.
Cheap ammo, bigger than a .22 (okay, smaller by .001 but you get what I mean)
Fun to shoot, easy to find, and 99.9999999% of the time under $1,200 (usually more like $999.00, $1,050 or some shit)
The ONLY problem is that mags are... a bit more than AR magazines.
What you'll spend on ammo for an AR you'll spend in mags for an AK-74. Luckily mags are a one time purchase unlike ammo.
A rear aperture sight is gonna be aftermarket, but there are ultra-tight dust covers that can mount rear aperture sights.
And if you MUST have a bolt gun (stay away from leverguns: rifle calibers and tube mag do NOT mix if you like anything under $1 a round) get a Mauser of some kind. You really can't go wrong.
Any every Mauser ever made has aftermarket for it, though please refrain from bubba-Ing things.

lever-anything in .357 mag
bolt-ruger american/savage axis/r700 with a nice scope in .223 rem,.270 or .308, although you may need to get those rifles smithed to afix a rear iron sight
or you can get an AR

A lot of people here seem to be ignoring the "lever, bolt, or single-shot" line.
How about one of these in .308?

I like my Marlin 30-30 i think it was like 400 bucks
the recoil is pretty manageable and 30 30 isn't pricey, to me anyway, about a dollar a round.
Alternatives are Marlins in pistol calibers they around 600 but pistol ammo is always cheaper than rifle rounds, besides weird calibers.

Obligatory answer--but honestly it's a good one for your situation:
M44 Nugget, and like 5 or 6 spam cans of nugget food. Beautiful rifle, lots of fun, plenty of recoil, ammo isn't terribly expensive.

Seconding this. My first gun was a marlin 336. 350 dollars at wally world. Spend the money you save on bullets. they make a 336y which is smaller of youre concerned about that.
