Well, the Navy still bans tattoos that are associated with gangs or racist/extremist groups, so it would largely be up to the discretion of the officers processing your enlistment.
Most normies won't recognize it as anything but an edgy-looking symbol. And even if it is recognized, its association with Nazis is fairly vague. You could make a reasonable argument that it's a religious/occult tattoo.
