No. Only commie states like Jew York and commiefornia require the brass for "crime fighting forensic" purposes. They serve no other purpose. Most companies test fire the weapon before it leaves whether if comes with brass or not.
If you live in a commie state, your local Gestapo police force will voluntarily require you to let them fire your weapon themselves and retain the brass.

My Ruger came with one, but my Bersa and Uberti didn't. Possible that the manufacturer keeps the casing if you didn't get it.

I wasn't trolling. I was just curious if it's a normal thing or just a regional one. The cylinder on the gun had no turn lines so if it got fired it was just once.
