Vehicles can keep rolling for quite a while even if you (against all odds) bust the engine, momentum is a thing. Capping the driver isn't necessarily smart either, he could stick on the gas.

Rampage killers do not expect any resistance. If they start taking shots or getting hit in the legs/arms/vest they'll get scared that they might be incapacitated and taken alive. Most of those pussies surrender or kill themselves when the cops arrive.

As for a truck, not even the cops can easily stop that. And when they do, it is by gunning the driver down through the windshield or car doors. Engine blocks will eat your bullets for breakfast.

i know. it sucks. that's actually the foam from the original packaging. that's how old those things are. the foam began to decay and melt and become sticky. I just store them in a hard ammo box i bought at the fucn store, though it just dawned on me that maybe the reason they were originally packaged in thick gooey foam is because they're filled with a really sensitive explosive material. oh well. if you're not living on the edge then youre taking up too much space.
