Canadian? When applying, DON'T say the reason you want a license is collection. Just say "recreation" like everyone else. Otherwise they'll stick you with a collector's license, which comes with a bunch of other restrictions. One of which is

The Chief Firearms Officer (CFO) of the applicable province or territory is responsible for deciding whether individuals are eligible to have the firearm for a collection when they apply to register it.

So tl;dr if you have a collector's license you have to justify every purchase and the CFO decides whether or not you really have that specific gun. With a normal Restricted PAL you don't have to justify anything and can buy whatever you want.

Also last I checked, a collector's license didn't allow you to buy ammo, but I could be wrong.
