Does she actually want to carry? The text didn't say anything about carrying.

If shes down to carry, seriously look into the PPS (M1 or 2). It's small enough to carry easily, but feels large enough in the hand that it's still comfortable/controllable. M&P Shield is a good option too as is the CCP. The CCP was made with women in mind, it has a gas system to racking the slide is mush easier. It's about the same size as the PPS, but it's a bit wider, something to think about.

The smaller size (and weight) you go, the smaller caliber you should look into. She's little so she doesn't need a 10mm out of a subcompact, it would scare her and her purchase would be a total waste. In a carry piece, I would STRONGLY suggest her trying out a 9mm, it could be too much in something that small. She might want to go .380 or smaller even. Something is better than nothing.

If she just wanted something for home defense, and number of full sized 9mm would be great. At that point your options open greatly and you should look into whats most comfortable and what would hold it's value. I would also want to choose a metal frame over a polymer. More weight = less felt recoil = her not being frightened of the gun. In a home defense pistol, weight is almost irrelevant because it's going to sit in the nightstand, not on your waist. Personally I would look at the CZ SP01 or a PPQ.
