Four winds shotgun. Pipe from the hardware store, a nail, a dowel. Tools: small saw, hammer, probably don't even need a hammer if you're creative. Under $50 for everything.

Luty SMG, DIY Sten gun, or any similar open bolt smg. Some standard sized pipe, hydraulic tubing, other bits and bobs you can buy online. Tools: vice, drill press, hand files or rotary tool (dremel), saw, hammer, maybe a welder depending on design, and an angle grinder and grinding wheel would save some manual labor. Prob under $500 for everything if you get cheap stuff / garage sale stuff.

Lookin at many thousands. You actually have to know how to use these as well, you can't wing it like you can the luty, a lathe will fucking kill you if you get clothing snagged.

I'm not very knowledgeable about reloading but I do know that cases are swaged. They start as a small disc or plug and are rammed into shape through several dies. So probably a hydraulic press, knowledge on how to make dies. That's just the case.

If you can't legally buy them, probably black market. I'm guessing you don't live in the US? You might be able to buy the components and reload them without making them totally from scratch. Depends on your local laws. Cases can be reused many times, bullets can be cast from lead. Acquiring primers and powder will be the hard part if your country is restrictive
