High drag bombs are useful when you're doing low altitude bombing runs. Compared with a conventional bomb, it's going to take the same amount of time to hit the ground, but if you don't somehow slow it down, the thing is going to be roughly right below the aircraft when it hits. High drag bombs let you bomb shit from 100 feet, and the bombs will explode way behind the aircraft.

Read thread. Altitude and speed of aircraft and bomb blast radius are all the relevant factors on why you need to slow a bomb down.
