It's called the Underlug, that particular one looks like an aftermarket attachment for what appears to be a Smith and Wesson revolver.

Ruger guns tend to have large underlugs as well.

It's called an ejector rod housing, you dolts. Yes, you can buy aftermarket products to replace factory parts for some revolvers.
