True but the black hole can suck in everything so quickly that if it's created too close to a wall and it starts to suck one thing in, it can create a chain reaction to where it can absorb plenty of mass to become stable. You have to remember it all happens at a speed faster than light, so it can remain in an unstable state long enough for it to continue to absorb mass, and expand it's event horizon until it obtains that stable state.

Note I'm not saying that the LHC is going to cause this if maintained properly and we should be afraid of it, I'm stating that it absolutely can happen if someone is very haphazard with the calculations and sets one off at the wrong spot.
