You don't need a license to build them (see 80% AR lowers and AK flats)
You need a license to have them as your main source of income, and even then it's very...iffy.
In short you're fine, just don't sell them unless you've gone through all the legal BS.

I'd say market demand, due to more recent relaxation of gun laws, mixed with importation bans. If China and Russia could export their guns to the USA without issue, domestic manufacturers would either have to step up their game or just stick to making AR brand ARs
