Because they've only had one scope rail and didn't want to sacrifice cqc ability for long-range help, so even as you have scope mounted on, you can still use irons relatively comfortably. As such it is the reverse red-dot on ACOG idea.

This does bring up an interesting point for the modern military,if they are willing to adopt something this complicated in service means that high brass is aware that trade offs have to be done for increased performance and this can only bring new ideas to the table.
