Iraq did not have the technology, communications, or trained manpower to pull it off.
You need to be in range with your artillery to hit the enemy staging area. US main staging areas were extremely far from any possibility of this.
Forward US areas were covered with absolute dominate air power which would find, and totally and completely wreck any kind of mass dedicated artillery position. In addition to this, US ground forces were moving so quickly that Iraqis didn't have much time to sit around reconing US staging areas for ordnance fire, and Iraqis definitely didn't have stuff like laser range finders and GPS to give to their ground soldiers.
The best Iraqis could do is haphazardly shoot'n' scoot smaller, mobile weapons and then run them back into urban centers. Minimal damage inflicted by those weapons, and a chance of getting massively wrecked by the US every time they tried.
In 2017, mobile anti-munitions systems means that haphazard artillery is just going to get shot down. You need massive amounts of artillery or air power to effect damage, and that only happens when you control the airspace.

Might have had an effect back in the day, but Iraqi regulars couldn't have possibly done anything significant enough to have a large effect. Plus everyone here seems to be forgetting that intel is a gigantic part of doing any of this, and Iraq didn't have much high or low tech intel collection to tell them where targets were anyway.
Modern era, the idea of hitting supply lines inside a combat zone is antiquated. A decade of asymmetric warfare means the US or any western nation will have supply convoys carrying as much firepower as a combat arms convoy.

Because the US beat them to punch thanks to overwhelming air supremacy. A lot of the opening airstrikes were focused on damaging their ability to mobilize troops quickly and efficiently.
