You are full of shit. Ranges usually charge 2 zł per round which is half a dollar. You are either looking at some shit tier shooting ranges or straight up lying.

Cheapest ammo at the stores is below 1 zł so less that $0.25, but that's only an option if you have a license and you obviously don't.

In other words 28 cents/round. That is still pretty expensive. Finnish prices for 9 mm x 19 ammo are usually around 21 - 23 cents/round. How much you buy at one go does matter, but getting price under 20 cents/rounds demands buying pretty serious quantities.

Typically I buy S&B 9 mm x 19 bulk in boxes of 2,000 rounds and usually get the price very close to 20 c/round.
