Hard to say, considering most firearms marketed as "PDWs" fire a cartridge that is also usable in a pistol or rifle, which would make them no different from SMGs and carbines, respectively. I think the MP7 is one of few that uses a proprietary cartridge.

The concept evolved in the 80s when the Soviets were starting to roll out large amounts of cheap body armor, and NATO militaries were worried that vehicle crewmen wouldn't be able to defend themselves effectively with handguns.

So there became a niche for extremely compact weapons designed around armor piercing capabilities.

Of course, the USSR fell, and then the M4 Carbine took over the same niche much more effectively, so now PDWs are a technological dead end.

It's basically for bodyguard / VIP protection duty. It has to be concealable because of the nature of the role, so it has to be small. This limits your options. However, your engagement range is same room and probably under 20 feet so you don't really need a long barrel to properly stabilize rounds or worry about velocity loss over distance. Also, your expected use case doesn't give you time or really require you to aim beyond pointing in the right direction, because you're compensating for the tiny-ass barrel length by just hosing down the general direction with an insane ROF.

In this situation, an SMG would be too large and bulky, and a pistol wouldn't give you the benefit of full-auto spray that alleviates the requirement for proper shot placement.

Non-meme answer is that PDWs were designed to be ultra compact weapons capable of defeating body armor, for issue to rearline troops.

Up until carbines and ultra-short carbines become really ironed out, rearline and vehicles crews still often carried SMGs. US tankers for example carried the M3 Grease gun for decades until they got real 5.56mm carbines. In the event of a force-on-force war against an enemy wearing body armor, thinking was that SMGs just wouldn't cut it, so you get PDWs.

PDW calibers are necked down pistol sized calibers. They are to pistol calibers what assault rifle calibers are to full sized rifle calibers. You get the high velocity and hence extra penetration by using a smaller and lighter projectile.

I *personally* think they are a fucking meme in 99% of applications because you could just use a short 5.56mm carbine, but there ya go.

Powerful enough for close protection, light and compact enough for easy carrying, but not great for offensive actions, but with shorty ARs, that has changed a bit.

Not even trying to start a "oh here we go" sitc. There are applications for PDWs, but they are extremely niche. I know this. In many applications though, especially conventional military, issuing an ultra short carbine that shares the service caliber just makes way more sense.

most troops don't need a big heavy rifle. so people keep thinking up new weapons that these troops can use to shoot at people in the kind of close range combat they are likely to get in.
