I live in an area with a violent crime rate that rivals the nicer parts of western europe. The last homicide in this area was almost 30yrs ago. The police around here are notorious for violating peoples 4th amendment rights, harassment, overt aggression, and attempts to manufacture probable cause or reasonable suspicion to mess with people. I directly know people who have had this happen to them and have experienced most of these myself. Since they typically only do this to people in their 20s or younger it's literally like it doesnt happen and nobody cares. I can think of at least two occasions where police have shot to wound instead of kill. the problem is that the practice has no guarantee for success and opens up an officer and his department to serious civil liability(the multimillion dollar kind). Frankly when dealing with a subject with a firearm i think that shooting to wound is a dangerous practice that should never be attempted. Local to police departments get to decide their own requirements for joining, which is set by the state and has no federal oversight therefore leading to no control on who gets appointed o a police officer.

Basically, we operate under the assumption that anytime you deploy a firearm, you're using lethal force. For instance, if I shoot you in the leg, there's still a high chance of me knicking an artery and killing you, or missing your leg altogether and hitting you in a vital area.

There's an assumption (ass-u-me) that crime happens once every X seconds and if they're not meeting that in arrests/citations they're not being effective at their job.

Also because judges and prisons want money so they need prisoners and convicts.
