Because the paint isn't the finish.
It's parkerized with paint over that. All the paint could flake of and you would still have a finish deemed good enough for the military to this day. If anyone with any degree of intelligence want to fix the problem they could strip the paint, hit it with brake cleaner and repaint it or just leave it bare and oil it. It's an aesthetic issue on a very small number of rifles

I'm really not sure OP.

I fell for it about 6 years back when I bought my first semi auto rifle, bought a 5.45 Saiga and had it professionally converted.

About a year and a half and ~800 rounds later, while shooting a buddies AR I realized I had made a huge mistake.

I still have the AK, it's a fun gun and a good spare to have around, adds some variety. Honestly though, the AR I have now is superior in every way.
