Improvise, as in make the explosives or detonator? Nope.

If you have some RDX maybe I'll admit you could fabricate an impact detonator thing, but you're not making large batches of high explosives.

ISIS released a fairly well written article on the various types of EFPs and how to make them, angles of the disc, angles of attack, etc.

Their only real suggestion for explosives was to take whatever from UO or leftover artillery shells.

Look, I like that show too, but it's really gone downhill since the end of season three. The only thing that saved season four was Neal McDonough's performance, and the less said about season five the better, Dolph Lundgren notwithstanding. Flash is still running strong (no pun intended, but will probably start going downhill in a season or two. And don't even get me started on the shitshow that is Legends of Tomorrow - which is a damn shame because I like both Brandon Routh and Arthur Darvill.

Yes but the fusing would be a pain in the ass. Civilian armored cars and police vehicles (when armored) usually have the armor plate on the interior of the bodywork. So your head would have to penetrate that without detonating (which is difficult enough to do with a bow) and then be smart enough to detonate ONLY when it hits the actual plate. IF you could figure all that out, you could probably get by just fine with a small charge (like 40mm HEDP or even smaller).

But if your fusing is stupid and detonates on the outer door skin, it might be several inches away from the actual armor and you would need a retardedly huge warhead (for a fucking arrow anyways) to penetrate effectively.

Of course, windows won't be as much of a problem.

EFPs have shit penetration for the diameter compared to conical HEAT (1-2x the diameter of the charge, vs as high as 10x for HEAT), but an armored street car might have such thin armor you could potentially get away with it. And the standoff capability certainly simplifies fusing.

A few ounces in a 1-2" shaped charge? Bulletproof cars don't have very thick armor.

Judging by most warhead designs, the standoff for a typical cone liner should be at least 2-3 diameters for the jet to form; otherwise the pre-jet liner will barely penetrate at all. Further than that is less critical, and in some cases even beneficial, but at very long standoffs (5+ diameters) the jet will start to disperse and penetration will suffer.

Of course, EFPs and certain shaped charges may be less prone to jet/penetrator dispersal and can work at extreme standoffs, but this tends to come at a tradeoff of jet tip velocity and therefore penetration through armor at optimal standoff.
