He is basically saying that his and 6 other divisions ransacked an area of 300km diameter in some russian swamp in search of partisans. They rounded up 12 thousand partisans, delivered them to the SS and the SS then brought them a bit land inwards (away from the front) and eliminated them all.

He said (translated literally): "In the operational area, 12 thousand partisans were taken prisoner. And of the 12 thousand partisans, not a single one was seen [anymore]. Of the 12 thousand partisans, not a single one was left. It was all taken away by the SS. All brought back [behind the front lines] and all gone. That was the assignment of the SS. They have brought it ALL away. (note: 'wegschaffen' means 'to bring away' but also 'remove', and in this context can be interpreted as 'dispose of') But in the interior, not at the front."

He is yes, basically just said they got transported behind the front, with 7 divisions, and worked as anti partisan units in a 300 km diameter "Kessel".
Kessel means encirclement, or pocket I suppose, in German so I'm not sure what he means, maybe just circle.
I can't really tell where it's supposed to be but it was all swamp and swamp and swamp. They caught 12000 partisans in that area and all of them ended up in SS hands. He doesn't really make it clear as to what happened to them. Just says the SS "took care of it".
