This practice runs deep in Canadian procurement. What usually happens is when Canada buys a platform it makes a slight change, be it through a domestic or foreign company. For example the Leopard C2 MEXAS is basically a Leopard 1a3 hull with a 1a5 turret, improved thermal optics, a fire control computer, and better armour. It's an interesting idea but had a lot of stuff that just doesn't have a much of a purpose:
-The 152mm ATGM-capable gun like what was found on the M551 Sheridan and M60
-Variable suspension to raise and lower the hull. Could be argued it was to help get into hulldown positions, but that could have also been done by making the turret smaller by moving the crew into the hull. Only tank that *needs* such a suspension is the Strv 103 due to its gun mounting design.
-Odd driver's position in the turret that used a gyroscope to always keep the driver facing the front of the hull while the turret was traversing.

Definitely an advanced project but it's much better that the Americans and Germans went their separate ways to build two very good tanks.

The South Korean K1 and Japanese type 90 also has hydro-pneumatic. The K1 has the XM-1 style turret that only gets -6 degrees of gun depression. Hydropneumatic takes that up to 12. This one is at the Military Museum of Southern New England in Danbury CT.

I couldn't say how much they'd want (I have no idea how much any tank would cost, let alone a museum piece), but money is tight for them most of the year, so at the very least you might have a chance at it.

All that being said, during the warmer months they're always looking for help restoring vehicles, and they even have a "open turret day" once a months or so.

Now I like the MBT-70 and all but let's not get ahead of ourselves here. You're thinking of the XM803, which was cancelled in favor of the XM815 that eventually became the XM1. The MBT-70 had thinner armor than even the base M1 (which to be honest was nothing special in terms of armor protection until the M1IP) and the 152mm APFSDS barely outperformed contemporary 105mm APDS and was rapidly outstripped by the new 105mm ammunition coming into service by the end of the 70s. Most of its advanced features simply weren't workable at the time and weren't really necessary in the end.

Really something that needs to show up more often. Aside from the occasional /pol/ faggot who shows up more often than anyone likes, I feel that few of us believe that Arabs are less intelligent on a genetic level; ie, they aren't doomed from conception to be stomped on by Western military powers, but they may be depending on where in society they fall at birth.

All that being said, aside from nations such as the UAE and Jordan, (and possibly Baathist Iraq), there really haven't been and won't be any Arab nations who would be willing to shake up the social structure for the sake of a more efficient military. Especially now that the world has seen what a wide-scale revolution looks like in these nations, I believe they would stick to the status quo of losing wars but maintaining sovereignty rather than westernizing to win wars but possibly losing part of their identity in the process.

In short, the culture has been set up to do very well in an age of kings and armies marching hundreds of miles to lay siege to fortress cities, but it is hopelessly outdated in our modern era of conflict.
