They aren't, really.
Sure, they suck compared to Brits, Krauts, USAnians or Poles, but to be honest, a lot of bad name they have now is due to propaganda from both sides - from the Nazis, once they betrayed them, and, obviously, from the Alies.

This has nothing to do with Italy being bad at fighting, this has everything to do with their country putting them in a position they weren't going to win.
