Each one of California's counties functions like it's own state and requires county level departments and agencies that are usually handled on the state level elsewhere. Each one has its own Health & Human Services, its own Department of Probation, and more to the point of the thread, varying gun regulations.

Also you haven't even begun to understand Jewish gun range owners, to shoot at any of the local ones they all require at least $500 in classes, $100/yr membership then you can purchase a handgun (typically sp101s, lc380s aren't as popular) with a 50% markup, 10% gun tax and 10% VAT. None of this is actually required, they just do it because SF residents are too stupid to buy (on roster) handguns online and have'em shipped to an FFL.

I live in Philly. I literally shove my glock in my backpack and take a 5 minute train and then walk 10 more minutes to the nearest range.

Unfortunately outdoor ranges are 1-2 hours away, but if I just want to shoot my guns I can be there in 30 minutes, not bad for a city.
