Assuming the latter, because ISIS has multiple guys who were in the Iraqi army and more guys from other armies that received training. They also have a lot of university graduates, who can work out how to operate heavy machinery.

American policy in Iraq was to fire everyone even slightly involved with the ruling party and replace them with their opposition, enemy of my enemy and all that. Not only was this essentially down sectarian lines but you had to be in the party to be anyone important, including in the armed forces. A bunch of pissed off Sunnis with no job and combat skills = ISIS (and indeed the many insurgent groups during the occupation).
