Maybe a .22 to get used to trigger pull and recoil so you don't start anticipating it early on in your shooting career.
If you think that's too pussy (its not, there's nothing wrong with learning) grab a 9mm.
Like people already suggested glock, Smith and Wesson m&p series, ruger etc etc.
Once you comfortable and save up a little I'm partial to Sig Sauer and Daniel Defense for my rifles. But there is absolutely nothing wrong with glocks or any other pistol with an established reputation it all just comes down to personal preference.

Ruger makes the 556 both that and the m&p sport 2 are sold beginner rifles. Make sure not to buy the sport 1, you can tell because it has no dust cover/forward assist.
I carried the m4 sopmod in the military back when they were all colts. After carrying it for ten years I'm partial to the AR platform. They're simple, easy to shoot, and accurate little rifles.
If you have the cash Daniel Defense, LWRC, Sig Sauer, and a million other high end rifles are out there. I just built a 80% receiver and used a Daniel Defense M4v9 upper.
The parts for an AR are plentiful and you can Frankenstein together really nice rifles when you're ready to break into building your own.

Seconding a surplus gun. You can get a Mak for about $330 shipped to your local pawn shop, and most pawn shops'll do an FFL transfer for $20. Spend the rest on ammo, ear pro, a pistol cleaning kit, and mineral spirits. Learn to take apart your very simple Russian peasant gun via Youtube, clean the cosmoline-soaked parts while reading up on firearms safety/your favorite doujin, then rinse, dry, oil and assemble your weapon. You now have a better understanding of how the gun works and is put together. Spend the night dry-firing and working the action until you're used to it, then go to the range with a few of these and put at least a couple hundred rounds through the gun. Come home, clean your gun, ask any questions in the QTDDTOT thread and enjoy shitposting on /k/, brother.

I picked up a Sig 226 .22 Classic 2nd hand from a guy I know at the gun club for really cheap.
That's sort of been my 'teach people to shoot pistols gun' (literally- I've taught dozens of people with it) for quite a few years now and its been a real little trooper, not very complicated, easy to use, fairly standard layout for an automatic pistol and about the only real complaint is that it likes a bit hotter ammo to cycle.
If you want to run it up to 9mm, .357 or .40 you can get a factory conversion kit, so its a bit like 2-in-1 for that purpose.
Maybe not for everyone, but I honestly can't complain about it for learners as its got no recoil to scare them, cheap to feed and will run all day.

Depends a lot on what you want. A 92fs/Glock/M&P can be had both new and used for anywhere from $300-$600. Personally I'd tell you to check out the tristar pistol offerings. They are clones of Jericho/CZ75s so you'll have decent after market access and a cheap gun.
