putting M-16 FCG into an AR-15 lower receiver is ALREADY consider to be intent to manufacture a machinegun. Even without the sear. The DROP IN sear in OP requires an M-16 FCG to enable full auto fire... literally THE WHOLE FCG save for the factory sear. Therefore, the Drop in auto sear is considered to be a machinegun in and of itself because it can be used to convert a machinegun into a machinegun, Though I DO understand that unlike what post you reply to is saying, it's actually because the FOPA amended the gun control act so that single parts which could be "dropped in" to a gun to convert it to full auto without changing the part that is THE GUN (receiver) are now considered machineguns... His point DOES however, still stand.
