Not just ATF. My brother-in-law shot a backyard dog. Generally, anyone objecting is probably the "dirtbag" being raided and they just contradict what the owner/ witness would say.
He had a mean streak and would beat on his smaller brothers and sisters. If he wants to get his jollies by shooting dogs on the job, there isn't much to stop him and others.

Try not to shoot police dogs though, those are expensive and taxpayer funded.
