Why would they? M110s have identical manual of arms to M4a1s and on par performance to the SCAR, so there's zero gain to giving the SCAR to them.

I think theoretically, correct me if I'm wrong, 1 MOA should be good enough to accurately shoot all the way out to the effective range of .308, since you're only going to be shooting about a thousand yards before the round is subsonic and tumbles into entropy as it crosses the sonic envelope. So a ten inch group at that distance should be good enough to hit any human being you need to hit. That's my take on it anyway.
