If it's back on the shelves, it just means they decided to stop stockpiling their own ammo. Looking back, the most likely reason I can see for the stockpiling in the first place is they needed a couple billion dollars for leverage or some business bullshit during the split from ATK Orbital. Also, they still have the warehouses full of .22lr.

2 million rds per day x 5 years x 70% is roughly 2.5 billion rounds stashed away. $0.05 per is a chunk of change to be sure.
