I'm nofunz but I don't think RDS's have enough eye relief to cowitness with a carry handle if you replaced the handguard with a rail.
You might be able to use one of those reverse cantilever picatinny mounts to mount your Walmart scope to a new handguard and at least that way you would have QD BUIS functionality.

If you can follow that, you can build one in an hour. Seriously, I built my first one following that vid, helped my dad build his with that vid, and a friend with it.
