I was AF from '81 to '07 and most fighter nose art was long gone by then, only reappearing during deployments. The Desert Storm art on most F-16s was actually done with grease pencils (abundant because they were used to write on flightline expediter truck edgelit status boards). Paint is HazMat and the days of spray cans scattered around toolrooms are ancient history.

Wing and Squadron commander preference has more to do with nose art than anything else. It wasn't banned outright in the fighter community but got taken off when birds went in for repaint. It just isn't important. Nose art helps bored crew chiefs and other artists pass the time. Warren Trask did it for fun and his work on 17th and 33rd birds is famous. Two of my bros satirized the resurgent nose art fad with "Stick people from Hell" stick warriors. It stayed on the aircraft until we returned to CONUS.
