If the house is rigged like that, it means that the target knows that SWAT is coming, and has known for long enough to set up the bombs (since you obviously can't have your house rigged like that when you're still living there). But criminals who have the tip-off that the cops are going to raid them will clear out the evidence and leave. Setting bombs will confirm their guilt and add murder charges when they're caught. Plus, it would get the FBI and homeland security involved, basically guaranteeing they'll be caught.

The only people who set bombs like that are insurgents whose goal is specifically to kill the occupying forces, and we don't have an insurgency here.

not many I believe. to be honest, I think it's just the fact it requires a lot of planning, money, skill and dedication which even most criminals don't have to set up a death house. also you have to be expecting to be sieged soon. If it's a little booby trap, well, I believe it would be very effective at spoiling the plans of the initial entry team as once someone is down/injured/incapacitated by a trap, everyone will have to pull out and go back to the planning phase.
