Given limitations on the size of magazines in some states, would it be reasonable to modify ARs and AKs to use a tubular magazine like the old lever action guns and most shotguns?

Switch it to round-nose bullets and it can be done. Not too difficult for a manufacturer to adapt a shotgun's action for a rifle. As for modding an AR or AK, it's probably infeasible.

Look up 308 Marlin Express. Then adapt it to a shotgun.

Doesn't sound terribly ergonomic. Easy to swing down and away with your trigger hand, not so easy to swing to the side and away.

Henry and Browning got it to work with flush mags, but I bet with a little more engineering the could manage 10-20 rounders.
