On launch, the entire trajectory of the THAAD is already known, so it's intentionally burning off fuel while it is still slow enough that the stress of the maneuver doesn't destroy the missile.

Less fuel = less weight = the remaining fuel can get the missile up to a higher top speed for impact. Faster projectile = more energy imparted on the target, improving probabilities of a clean kill. Faster projectiles also improve chance of successful interception because the target has less opportunity to detect and counter the incoming projectile.
