Using Only War as a reference, this is indeed bullshit.
A "Heavy Stubber", basically a 50 cal equivalent, does 1d10+4 damage on a regular hit. For all non fa/tg/uys, that's a ten sided die plus 4.
On top of that, it ignores 3 points of armor right away.

An Imperial Guard flak vest has 4 points of armor.

Unless we're talking glancing hits or ricochets, a .50 BMG will totally penetrate Guardsman armor.

Noooope. Lasguns are quite cheap and effective. The reason you'd use a laspistol is because you don't sacrifice power, but you do skimp on range. The barrel systems house a number of focusing lenses that give them further reach, but laspistols have effectively the same damage potential as a lasrifle.

Now, as for logistics, the lasgun is a dream. That's why everyone and their mother has one. Hivers use stub guns because they're flashy, noisy and are easy to make in their little hovel next to their fungus wine toilet brewer.

The bolt gun itself is not only heavy, but the bolts themselves are extremely expensive, rare and offer only moderate improvement. Bolts are only moderately effective against things like power armor, hence the development of Kraken bolts by Astartes forces, and why the Luna Wolve fucked around with Plasma bolts during the Heresy.

The thing is, Lasguns and Laspistols are so fucking common that it's stupid. There are billions upon billions stamped out every year in the 40k universe. They are practically the AK and Markovs of the 40k universe. Or what the ARs and Glocks are to /k/.

Most Hiveworlds will have plenty (but illegal) underworld (i.e. cyberpunk/Judge Dredd) weapon vendors who could easily sell you lasguns, as well as 40k assault rifles (caseless 60 round guns, think Scar 17 packing caseless ammo).

That said, what the Kasrkin use are hellguns (sometimes hotshot lasguns), which can penetrate even Chaos marine power armor. The thing practically has unlimited ammo, given how it has a small generator for an energy supply. The only limiting factor is the fact that if you do not have superior equipment or the gun was significantly damaged, you might have something that will not fire at least, or catch on fire at worst.

Hellpistols are smaller versions of this, and unlike their lighter and weaker counterpart, have to be handcrafted. They also are full auto.

That said, hotshot weapons in the 40k universe are what the SCAR 17 and KRISS Vector (both packing hot loads) to /k/.
