Inhaling smoke hurts your night vision both immediately and long-term.
It does so immediately because you are inhaling "air" with disproportionately high percentages of carbon dioxide and carbon monoxide and disproportionately low percentage of oxygen. This reduces your body to oxygenate itself and is basically mild hypoxia.
Long-term, you have all the particulate and heat from the smoke clogging or outright damaging/destroying the alveoli and cilia in the lungs and brachia, leading to a buildup of mucus and a reduction in the ability to get oxygen from the air into the blood ON TOP of the immediate effects.
This happens with ALL smoke, regardless of whether it's tobacco, weed, housefire, dog, etc.
In regards specifically to tobacco, you have added chemicals (arsenic, nicotine, the tar) that FURTHER increase the severity of the product. Nicotine is a vasoconstrictor, arsenic is a poison that is also a blood thinner, and the tar just clogs shit up.

They phased it out in the late 50s but also the amount of decreased vision isn't exactly crippling when you factor in you're going to get muzzle flash and adrenalin rush if you need to use your rifle.
If you were in a high risk area you would probably be told not to smoke because of snipers.
